After a hearing on an application for certification, the regulator has discretion to reach different conclusions based on the evidence and representations presented. The panel may uphold the original decision to refuse the applicant if the standards aren’t met. It can also grant certification but with conditions, such as requiring additional training or examinations to address deficiencies. In some cases, the panel can even direct the deciding authority (the Manager) to approve the application if the evidence shows the applicant meets the requirements, possibly with remedial steps. Because these are all permissible outcomes in the hearing process, all of the above are possible.
